Tekstone was not abusing swarm to collect stuff, but the staff thought swarm is too good. Silence is too good, but not abuse either - the staff just hasn't decided to nerf it for some reason.

Law, Imperial, and Nature all have Veritas as well. Imperial doesn't really have many good rites for pvp/pvm.
