Pangaea newsletter

We decided to begin sending a newsletter four times a year to all the registered users on the forums.
This is made for two main reasons:

• - To keep the current players on track of the most important updates and changes we've done and will do in the near future and generally the state of the shard
  - To hopefully raise the playercount by attracting the old players to come back playing
