New rule / functionality

We're slowly starting on the mayor system (baby steps), and are making gradual changes.
The town stones have a slightly new functionality. You can see exactly how many guards are in the city (correctly this time ;]) and there's a new submenu where the mayor (currently the owning religion's HP) can see how much taxes have been collected.
All house taxes now go to the town stone.
Secondly, you can no longer refresh your house if you owe taxes. This means that you have to pay your taxes at least every 90 days in order for your house to not decay.
We plan to expand this further with options to use city funds to buy vendors, guards, etc., but these discussions are still taking place.
