Solitude has been banned till the 20th of April. Britain can be attacked (No seiging) during the quest.
The lag has also been fixed with regards to the quest (Plagues fault!)

If anyone was suffering from lag as of today or in the early hours (14/04/2014) I have found the cause, there was a rogue spawnrune still continuously spawning in britain whilst being plagued - this has been replaced/removed and the lag should be minimal. Plague is still allowed in Britain however.
