Be prepared to compromise and having to alter your idea here and there, as not everything is possible time/effort-wise or without scripting. And not everything is a good idea. That being said.. No quest is either too huge or too tiny. So don't be discouraged.
Do not expect any sort of reward, and no special items will be made and distributed. Questrewards may or may not be given, that decision is up to the GM and the quest.

There must be limitations, is there a certain amount of creatures that cannot be spawned at one time?

Like: Spawn 100,000 Ratmen and say Britain has been infested by rats but they have plague and they kill off the guards and holy shit 0_0

It depends on location, number of participants and mobtype.
40 players in a small corridor with a white dragon and a phoenix for example is a very bad idea. Monsters with massdamage effects are generally great at lagging and confusing everything, but you could easily spawn 50+ ratmen at one spot on open grounds without problems.
If you've ever participated in a hack n' slash quest you should have an idea of what works and what dosen't.
Also, a lot of decorations can slow things way down too.. Animated stuff like fire/energy fields are bad as well as too many things at one place.
The GM that handles the quest will of course tell you if something just dosen't work and needs to be reconsidered.

This new server carried all the load which you GMs did in britain graveyard. But this sparkling stuff makes me lag all the time imo.
