I suspect the requirement would be simple.
X amount of accounts within a guild.
In terms of adding it to a guild stone, this has always been the goal, I did it with my guild pkg on my shard so it's definitely something to put on a to-do.

I'd like to apply my guild The Initiative for guild color if at all possible. Should've plenty of active members and quite a bit of activity.

Im not exactly sure of all the chars that occasionally log on my guild but the account requirement on The Wayfarers should be met. It also has been partially added to the HQ already.
