He's right, it always was illegal and in shard rules probably since start of the server, at least I remember it was there since January 2004. But, it's illegal only if you're clearing the way for later, like somewhere in a dungeon, for the loot or any other gain (spell resist), draining monster of energy etc. If you don't gain from that kill than it is ok (like stuck monsters, random fanatic spellcasting on monsters just for the fun of it, etc.). If the target are guards then it is illegal (clearing way for later). Same goes for hunting dragons from a boat on dragon island.

Naval pvp battles are I think ok if ship vs. ship with no looting from boat kills (no ship-ground attacks, no looting from boat corpses, and no corpse kidnapping,... you gain nothing except the fun, a resurrection spot and nice ground invasion/retreat point).

Luring away doesn't go under this rule, same for boat luring (some npcs can teleport back anyway, like dragons or emissaries).

It's always been illegal, and falls under the same LOS rules that were passed down a long time ago. Tekstone attacked from boats on a regular basis, and usually were pwned into the ground everytime. And no, I didn't place the emmissaries right on the shore, but all you have to do, is double click on the tag, deploy planks, then spam conflagration. When the planks are up you get the "You can't see that!" text at the bottom left of your screen, but if you drop the planks and step out on them, that no longer applies. How do I know this? I used to use Geryn to protect fishermen when they were going out treasure hunting.

Same rule should apply for PvP with the boats vs shore targets such as emmissaries. Priests and other defenders can handle themselves, but the dim-witted Artificial Intelligence only deals with two dimensional depth perception, thus wandering around like a chicken with its head cut off. Just like hunting, the emmissaries are there for a purpose. Monsters are there to protect their "home" and their treasure. Emmissaries are there to protect their altar. When they can't do their job because they can't reach an enemy, that's abuse. Same as it is for hunting, though you don't get really anything out of killing emmissaries, except for the satisfaction f running up your enemy's costs, it doesn't refute the fact that it is abusing their artificial intelligence.

Oh well.

The question, still, is, if guard / emissary killing is PvM or PvP. I think it is kind of both, but at least for emissaries it would be unfair if you could kill them from a boat safely.

Whole attacking a town when no one's awake thing socks donkey dung btw. Solly too. :p

emissary is just a mob, npc, so its pvm. No matter how you look at it. It has only it's AI and nothing else. pvp comes in when other players are involved, in this case the opposing religion.
