I'm new to the shard and haven't gotten the chance to play yet. I'm having this very same problem with the download. I can't get it to work for me. What version of Ultima Online does the shard use? Maybe I can just download UO and patch it for Pangaea.

I actually just got it to work. Sorry for the premature post.
I had to disable my Internet security via my antivirus software as well as through my browser. The download went through and now the game is installing!
