So this hole Talaborea they clain tekstone will aid them in collecting taxes, so they are allowed to kill but not loot correct?

Does Tekstone become subservient to Telborea, RP wise? If Tekstone is assisting the current RP of Telborea shouldn't they be labeled as robbers as well? There exist a Swiss cheese situation here.

Drop the subject already as it's been answered. Teks are not helping Telbo robbing/tax collecting. If they are it's a piety drop or excom.
