Speedhack - I think I know what I talk about

To admins - why the 3D client and POL96 are incompatible, and why is this making people flee to modern UO server emulators. I think I really really know what I talk about.
When POL96 was introduced, only 2D client existed. 2D client had clientside movement speed restriction. The higher serverside speed limit that 3D uses on POL96 is in reality meant for GM, Admin, Seer, so that they could move faster than players.
Later OSI made a 3D client, which didn't have a clientside movement speed restriction, because the problem had, on OSI, been already solved serverside (probably due to speedhackers). They made a different serverside speed limit for gamemaster/seer/admin than just a player. They didn't think of freeshards based on POL96 when they decided to not place a clientside speed limit to 3D.
POL96 has only one serverside restriction, this is GM/Admin/Seer speed, which is faster than player speed. Players are made to run slower than admins by simply placing a clientside speed restrictment to 2D. Due to speedhackers running with admin/gm/seer speed appearing, OSI changed this before introducing the 3D client. So, on POL96 it's possible to be a player and use admin/gm/seer speed by using 3D client which is incompatible with POL96, or speedhacked 2D.
Thus, using 3D on Pangaea is the same as using speedhack. Legalize speedhack. Give it a try run and see if problems arise or if players are actually more satisfied. The modern server hardware should have no problem with it + low playerbase.
Sorry for being repetitive, but I realized 3D already is the same as abusing client/server incompatibility bug. POL96 has no other option but to let people move at GM/admin/seer speed because of the difference of 2D and 3D.
Also UO uses TCP, not UDP, so after sending a command "move one north" to the server, my client receives "moved one north" from the server, before that it won't try to send another command, I guess.
I almost feel Cheat Engine should be included in PangaeaSetupComplete, like UO_RICE is included.
One of the reasons that makes a POL96 shard crappy for PvP especially, and only one way to fix this is to let everyone move with admin/seer/gm speed.
I suggest: the only solution really. A month of legal speedhacking (130% speed should do the trick), then get reviews from players, reconsider if they disliked it. And see if the shard crashes because of it or not.
