I am currently looking into the rite and testing some things with it but aslong as I can remember that rite has never been illegal in pvp and thus until I fully finish looking at it and talking to everyone about it IT IS LEGAL TO USE SILENCE IN PVP. Now in terms of your alls war you can set it as a stipulation in your rules however as far as shard rules go for the time being it is allowed.

I personally don't see why it wouldn't be legal, it isn't too overpowered at all, it is one of the only rites Nature has to use in PvP.

Being somewhat familiar with all the tomes I got to say: silence is NOT op at all in PvP
But if it's made illegal, it won't be a major problem either because of forementioned underlined reasons.
All religions except Imperial have better PvP tomes than Nature these days.

Actually I feel like Repsak was right with what he did, the power of good needs to be slightly more powerful than the power of bad, simply because if it is not this way noobs quit cause the main town stays a battlefield, this is why Law has the power to knock the shit out of you if you are near the place.
Silence pwnz mages, so what? It should be usable in PvP, if not then you should whine about lustrous aura too.
