Cooks problem

I got a problem with cook, he can only store about 3000 fishsteaks in bankbox so unless you have a house theres no way to make proffit out of such a small business. Could the weight of fishsteaks atleast be lowered? And since the house prices are still quite high theres no way I'll get 300k with my cook to buy a decent house.

Inn's are sold for 60k.
Some cheap houses in NH are sold under 130k.
So instead of changing the whole system, I'd recommend option b) a house.

Or a friend's house temporarily.
Steaks take two lockdowns in a locked room, one for raw, one for cooked. Or... if there happens to be enough space, barrels, and you don't need even lockdowns and keys.
