It's possible to cast around New Haven Bank, something that isn't possible in any other bank.

Decided not to put it in bug section because this isn't a big deal, new haven it's a ghost town, and this is not a bug, some code line is missing or something =)

As I mentioned earlier, there's housing too close to the bank. That's the reason why.

You can at some banks as vendors are close to the bank. Vesper is a good example, Jeweler + mages vendors in n next to he bank area. Houses too affect being able to recall in and out of bank areas.
