Trying to get a player marked by falsly accusing him for none roleplay kill, will result in a mark to the one who accused.
This is an old rule which we have been very leniant for quite some time, but because of increasing number of false accusations we have to take this back into use in practice.
We don't accept situations that players contact us and use us in sole purpose to try to bust another player just by testing if the attacker have taken SS or not, even if the RP have been made and the victim knows it. This applies to other similar cases where you know that the rules have been followed but you *could* bust the player through some loophole just because you have personal grief.

It should be quite simple: Our job is to punish those who break the rules, your job is to inform us if a rule have been broken. You're not supposed to play lottery, use us and our time for guessing and betting to check if the player could be busted.

I hope this is clear from now on.

The main problem with this is that grey area where the rules are unclear, or where you personally think that the person who attacked you did attack illegally. I have many examples of this, and what about when you report someone for the 3rd time for doing something illegal and they get yet a third warning? Yet according to this (and what ive been told) I will get a mark for making a false accusation, or warned that I will be marked if a case is proven that they did not commit an illegal action?

Thats like someone going into the police station thinking someone committed a crime, told it wasnt a crime and locked in a cell for a night.

Nope. It's like taking the accusation case into court, loosing the case and you have to pay for the court fees for the time and trouble.

Encouraging players not to report is the future! Soon we can start drylooting!

Drylooting doesn't affect the number of complaints. Abusing the loopholes in between rules does.

Yeh basically this encourages people not to report illegal things, let's see what we can get away with and hope people don't have screens, then no evidence to report so won't risk getting a mark.

At least everyone that's done illegal stuff I've had screens of, which have just been ignored or found some loophole to get round.

Maybe the same people are reported regularly by the same people because they continiously do the bare minimum/illegal rp with the same group of players interacting

Your biggest problem is your lack of communication. If you're enemies IG, it doesn't mean you need to hate each other outside of the game.

This isn't targeted to anyone personally. By you, I mean you all.
