What exactly is considered robbing nowadays anyway? I.e, the thing that Telbo did (you havent paid taxes, die, yoink, yoink) - does it classify as robbing or not?

It is robbing. Any provocation of a player to give their items with a threat included for failure to give them is considered robbing.

Simple killing with no material demands is not robbing.

So people going around with "All who haven't hailed XXX must be killed!" and drylooting people after that, aint considered robbers? Wouldn't that kinda make every robber just use such tactics now?

That is simply illegal. If you wish to rob you must make a demand. If you do not make a demand, you cannot loot in terms of robbing either. Looting rules between guilds and religions are of course an exception.

What about "HALT!"? It gives ya right to attack if the opponent runs, but then it doesn't give ya right to loot?

Why did you apply suchs thing? Just asking... You wont remove imo game mechanic abuses like malleus and veritas trough walls that is ridicilious but you limit robber gameplay even more. This will cause ROB&LOG A LOT MORE and imo wasnt wise decission.

Do Birds Of Prey get immediate .robber status? Or do we need to commit robberies first?

I have ordered all Birds Of Prey to stop robbing until we decide our future.

Will we have a chance to decide whether or not we will be robbers?
