So apparently this comment by Monad

2) State what will happen if he doesnt comply

If you say that he'll be punished by death and yet you cleanloot him, yes that is illegal. So, all you need to do differently is the highlighted part: "In the name of King Telbo, you are passing illegal grounds and therefore you must hand over x amount of gold to gain citizenship or be prepared to loose all your belongings and your life as a punishment."

Simple, isn't it?
has been overruled and it is still mandatory to use the words, "this is a robbery" when you're conducting a robbery.

Does anyone see the need for this? Like we're not 3 year olds... as long as the victim is clearly given an option to hand over x belongings or they risk being killed and looted, that seems pretty legit to me.

Yeah, they can join you in Telborea Empire, but what about religion members who can't simply leave the religion on their own?

I don't think demanding to join the Telborea Empire is a reasonable demand for a robber. Certainly that should be part of the RP, "if you were a citizen, this wouldn't be happening to you. Come join us". But the victim must be given an equipment-based option to not get robbed.
