Maybe its because Law/Imperial uses horses? And others use mostly, llamas(veryugly, ugh) and ostards. The speed difference might be in there

I see the pattern here. If you own cities, you use 3D.

i think i can talk on behalf of imperial here and say no, weve recently had a vote in our forums regarding a pact with another religion regarding 2d vs 3d and we just cant find a solution other than everyone has to use 3d

Ban 3D until the speed difference has been fixed. Or simply those who use 3D are not allowed to PvP due to the huge advantage.
