Imo solitude should have its radius reduced to just around the temple (brit/glow) as a last line of defence when the enemy is over your door step and smothering you in your bedroom. but in all seriousness the temples are/should be the heart of the cities and therefore the hardest place to conquor plus the hub of the defending religions power.
