Rule specification about mayday

Added this to the PVP rules -> Reinforcements:

Use of .mayday
Using the mayday-command is allowed only when you're getting robbed/killed. Use it only after you have been clearly stated that you're getting robbed or killed.

That needs to be enforced more clearly because those who come into aid are allowed to attack on sight.
