Kill

We have implemented our first attempt at changing Kill. As everyone is surely aware, something like kill is quite difficult to balance if we're trying to still give it a chance to kill outright.

(For PvP only) the damage and chance to kill scales with the amount of damage that the target has taken. It may be OP, it may be UP. Let us know what y'all think.

PvM the rite is the same, although we may consider tweaking this as well in the future.
