A letter to the head priests of all religions

The Wayfarers, upon paying attention to the strict citizenship laws of the Empire of Telborea, arranged a meeting with Legatus Thoeak Milner in order to discuss Wayfarer's hopes in remaining completely netural when it comes to matters of both religion and politics.
During the meeting it became apparent that even though the Empire would not press Wayfarers into taking sides, in order to operate on Telborean land the guild would still have to respect Telborean laws. In practise this means that the guild would have to pay a tax sum. The tax or "protection money" itself is of no consequence to the guild, seeing that it's quite small, but when it comes to our principles the Wayfarers felt that paying this tax might be regarded as an act to support the entire Telborean cause.
As the guild finds itself between a rock and a hard place, it wishes to approach all religious factions for their opinion on the matter.
We ask you now, venerable high priests: How should we deal with the sword hanging upon our neck? Paying the tax would grant us safe access to the places our humble task takes us. However, if you consider paying the tax as a gesture of taking sides, we will refuse to pay it, even if it means that our guild members will be in danger as they venture outside the protection of the city guards.
On the other hand, if you allow us to pay this tribute, we assure you that we will in no other way take part in the Telborean agenda. We are simply concerned of the safety of our guild members as they go about helping those new to our lands.
We urge you to reply swiftly, for the Telborean Empire is waiting.

Dear Thoran and Morgain,
My name is Lila North, I'm the current Headpriestess of Nature, I hear great stories from you! I'm a huge fan of your work and dedication.
About the topic at hand,
Its a difficult one to decide indeed... the former Headpriest of Nature Zabren, paid 1 million to Telborea to keep Nature safe. I can't say that I agree with his actions back then, but I understand why he did it, and I don't disagree either fully. Natures are robbers's main targets, and for some reason, they had Zabren as a main target.
In one way, Nature has been a bit safer until this day due to the action of that Headpriest. However, I can't stop thinking that we funded known criminals. And others will surely pay for that action, if not already...
So the true question here I guess, are you willing to help Telborea with funds for armor and weapons for war, to protect yourselves?
I'm sorry for not giving you a better answer. I can't ignore the fact that at this moment, Nature is in Telborean's green list. And since the money was already used, as a leader my best choice at the moment is to not place my members in danger. Since I cannot undo past events, I will try to be as parcial as possible in matters such as this.

Dear Morgain and Thoran,
The Order of Law has always held a great respect for the work that you do in helping the newcomers of Britain with food and clothing but also providing a moral compass to set them on the path to becoming a contributing citizen to our society and it is because of this we are highly concerned with the most recent turn of events.
Telborea is a criminal organization who have no authority to make demands in any land in this world. It has been proven in the past that giving into their demands and paying the fee does not safeguard you from being the victim of savage violence and robbery.
We feel that as one of the most respected guilds in this land by paying this fee, no matter how small, you will set a precedent for others to follow. As mentioned earlier there is no gurantee paying the fee will ensure your guilds safety for long and who is to say what it will be next time the Telborean coffers are running low?
We understand that by not paying the fee you will put your members in danger but we emplore you to be strong and to do the right thing. The Order of Law and its allies will do everything it can to protect you if and when you choose to rebuff their demands. If you choose to pay the fee rest assured you will not be persecuted or punished by us but there is no question it would change the relationship between our two parties.

From what I am told this issue has been resolved without gold changing hands.
The Legion has performed adequately in battle according to our records and paying the tax would be the reasonable choice if you are given an ultimatum at a later time. They are wise enough not to trouble us, and we in turn leave them to their worldly ambitions.

Thank you for all of your replies, and your insight.
Fortunately for all the situation has already been resolved, as the Empire of Telborea has benevolently waived their tax for our guild. Thanks to their decision we are able to continue our charity work while maintaining our neutral status.
We will, of course, make careful note of your words and will consider them in the future, should the tax become an issue again.

Greetings Thoran and Morgain,
My apologies for reading your parchment just at this moment, in recent days I've been tending to urgent matters within the Imperium empire. On the subject of the group known as Telborea, it's one of concern. They are viewed as nothing more than a brigade of thieves and robbers. Their claims as always have been empty, such as ruling over the land the Imperium now resides over. I do not hold grudges against men who have wild agendas and dreams, however they have brought war upon themselves by challenging Her word long ago.
As for the matter of how it pertains to your good deeds for citizens, and if you should pay their "taxes", I would of course advise not to give into such actions. I understand that safety and the greater good often comes with consequences at times. It is not honorable to pay criminals simply, as I have my doubts of their words of trust even if coin were exchanged. However, as it would seem they have not done wrong by your respectful group, yet. I advise all of you to be wary of your choice.
Whatever it shall be, it will not hinder our relations as long as you stay true to your word of no aid to their cause. Gold only goes so far, but we will not stand for any other assistance. We are appreciative of the goals and helpful actions you and your group have made within our empire. For this is the very reason we have donated directly to your cause. We will not break our respectful truce at this time, but please heed my previous words on these men.
