Also, from an RP perspective, religions shouldn't be so petty to attack most normal guilds, especially without much provocation.
That's your PoV, imo if some "weak" guild tries to mess with a religion they need to be put down hard. That will avoid further attempts to attack the religion.

1 screenshot of someone running from a "Halt" shouldn't be enough either. Too easy to get. A few screenshots can prove though that the victim was actually running from a "Halt"

And for the war thing. If a guild/religion straight out attacks someone and tries to kill them, it's enough RP justification to war back if they so choose. Some send terms, some send warning, some want RP meetings but some want revenge.

Fair enough, but the current freedom we are given in warring people is too lenient. There needs to be a clear reason as to why a religion is to war some random guild. And the proof should be sent to the staff for them to give their approval. The "continuously" could be removed from the suggestion I posted though.

I agree 100% with the post you did except that "continuously" aye. Screenshots of the clan "Attacking x" etc. Evidence can't get any more clearer than that.
