If we're swapping skills about, I'm just wondering what'll be the conversion rate will be. For example, 80 poisioning doesn't exist on ranger, so would that be dropped to 0 and no compensation or will I get 80 of skill currently in the rangers 85's that I don't have?

So yes, fencing would get converted to swordsmanship. Poisoning would go to the closest skill in terms of utility, skill points and difficulty. Keep in mind though, that gain rates will likely be different on PangRunUO than on PangPOL, as will the way some skills function, so you can't really compare skills accurately in terms of "is this worth that".
EDIT: The goal is to ensure that your new class feels about the same as the old in terms of ability and progress towards heightened.
