Problems:
How do we execute the whole "Law, Imperial, reds, salvation" angle?
We have 2 good or neutral religions in the same land. We can't really have 2 religions giving salvation to bad guys either. How to toggle guard AI as we're at it?
Perhaps this will work, say you have 4 seats available for a trial make two seats law and two seats imperial?
If they're to co-inside to live on the same lands they should be able to be seated in the same room they just believe in different deity's right?
Make it like it was in Malas, when you crossed into Malas you had a different counter for murder counts and if you had over 3 you became red. Just make the line in the middle of the world. Line could be based of Cities or Control points (mini sieges).
Just remove the salvation rite. If you wanna become blue, send an request to the GM with the RP reason and days without crime etc etc.
