From this page: http://pask.at/ you can go on and click the TS3 Channel Creator. Fill in the information needed and wait for a email.
The channel you create will be private and you will get the "Channel Admin" status so you can play around with what little options that gives you.
IRL friend of mine owns the server and it's being administered by me and couple of friends.
Most of you propably have your own teamspeaks/mumbles already, but this one is free to use.
Public TS3. Create your own private channel etc.
