Submitted without going into detail here this update:
- Guards are a little hinky so I just pushed an update to fix some of the hinkiness.
Red guards will likely still sit idly by while blue guards are in vicinity as I have not dug into the AI yet to find out what the hell is going on. This was not something I had tested for on the test shard as I was only concerned with player interactions with guards as I was under the informed impression that that was what was actually wrong with the old guard package to begin with, guards were indiscriminately attacking players regardless of criminal status or not. I will look into this in the coming days, deepest apologies for the annoyance caused by this.

I appreciate this but I feel bummed when I make stupid little mistakes from the time I test to submission. It is little things I forget about which sometimes can be catastrophic as we saw with December's debacle and sometimes like this run around, minor to moderately annoying for players.
