This is all about getting more people to play but i have noticed that half the people that do play just run past people when they see them rather they know them or not. Try taking 5 mins out your time and talking to the new faces you never seen before rather than running by them or acting like a complete jerk telling them to move away from your house when your house is in middle of town kinda rude and makes people not want to stick around. I have seen a few noobs here lately and have even took the time to give them some cheap shadow armour rather then watching them die to a zombie in grave because all they had was normal iron from vendor. You don't have to give them everything just hook these noobs up with something to help them and it might make there day and they might see the whole shard isn't full of jerks and stay.

I think they should have never even opened the whole Malas, theres enough room for players, dungeons, veins and such on the mainland.

But the biggest issue now is how do we get more players right? so better start voting guys!

Imagine this, how likely is a person you meet in on the street in the middle of the day is willing to stop and chat with you for a while (unless they are waiting for bus or something)? Most people are busy with their lives, and it is the same in game. This is why I said we should improve our means of communication (like in game mail system or something).

I remember the main reason for the last time I stopped playing: I finally got hold of a blacksmith, ordering some armor (Female version of the plate armor). The person agreed, and after few weeks, finally came around to make 2 armor sets for auction, but ignored my request totally. When I asked about it, the response was: Go train a blacksmith yourself. And at that time, the attitude on forum (I felt) was not really friendly. Many things/guides are "kept secret", like the ore attributes, and it is hard to find information on anything. Given this experience, I don't feel welcome, so player-interaction isn't something I look for in this shard. Perhaps when people become more friendly even on forum, I would start to value that. Anyways, my point is, I think I have my share of bad attitudes from players in this shard, so player interaction isn't something I focus on, thus sometimes when I feel lazy I avoid talking to people.

On the side note, I think there are many things that can be done to make this shard more "new-player-friendly", but that'll be off topic.

i would say to encourage shard growth we need a newb guild or 2 with easy quests and sales events like mitzy used to do in mushymarket may help.....
Please NO... we need to start removing Mitzy/Seraph sex areas from this shard or make them static... If you think the shard is laggy try running in the slums of New Heaven...
actually the only place in the shard i can run lag free is going into new haven through the mushy market... i dont know why but every time i hit that straight away my horses feet start smoking.... also the bath house and stuff were made static and have been for some time.

I noticed that older players tend to want to close down Malas, while the newer ones (or some newly returned ones) tend to want to keep Malas open. I, as one of the older ones, can understand why Malas just feels like something extra, probably because we didn't have as much history on that land as on the original one. But it is a convenient place. However, other than convenience, and the fact that some criminal can become blue and hunt freely there, I don't really see it's function.

As for why the player base isn't growing. I don't think it has anything directly to do with the staffs or the maps. The existing players play a major role in it. UO is a very realistic game -- it reflects the human mind in its game world. Just unfortunately at this moments it's filled with people who want to take advantage of others, even if it means to pull down others, in order to get higher on the top. If the people behind the characters have at least some honesty, then no matter how bad the character is, this game can still be played with style. But I see people cheating their ways into others' houses, farms; use up items in a unlock house because you don't like that person; ridiculous bids on forum because there isn't many players around to bid with; and name-picking are especially, usually done by those who are sneaking between the borderline of the rules. At least I wouldn't want to spend my limited amount of time after work, seeing or reading disappointing actions ig or on forum.

So, back to the Malas topic. To keep Malas close has its advantage : yes, it will enforce player interaction; but it also has disadvantage : you would be forced to have to interact with the present (level of) player-base, which may not be pleasant.
