It's a long road to 120+ and it's not even possible these days.

I had a target of 50 when joining Pangaea's staff and back when I started GM'ing we had a steady 1-10 playerbase - so looks like (atleast) something has been done right.

Three simple things were made right:
1. Taking control over the shard.
2. Recruiting Wille
3. Allowing more looting

Before that it was more or less dead.
Although even more activity could of been achieved if the piety system wasn't changed.

Agreed with Darian. In my opinion Ultima Online is awesome becouse of its hardcoreness. If you want to play carebear games, there are plenty of them in, such WoW. I think UO best described was some time ago in Reddit, when someone said: "When you are told to RUN in uo, you dont ask why, you dont stay there stretching anything, you just fucking run. Just becouse britannia is evil and it wants you d-e-a-d.

You either win big or lose big( or then you can happily live in the middle, balancing possible loses and wins). I've experienced both ends of that. Another end once didnt end up so happily... thx for terence for recreating my priest... :> But in the end, it was just fair loss.
