you dont have an advance option under it , you should go under the connection where you have the tcp/ip protocol in there there should be an advance option for your netword card , could all so be that you have an old networdcard that dosent have it.

Go to command prompt.
Type:
tracert 80.197.136.30
It will show the routers which your connection to Pangaea goes through, you can also see where (between which routers) the lag is "located" at.

I actually failed to understand the pot joke (no, I didn't find it flaming, I just failed to understand it) =)
Pot makes me just giggle and find everything very hilarious. Nicotine chewing gum tasted like chocolate after smoking pot too. Also, if too much pot, I forget things all the time like I was demented.
(and no, I don't smoke cannabis products at all these days, been years without + also been 100.0% sober for 25 days, going to make it 90 days and see if my beer cravings don't stop after that period and reconsider my decision - OR see a doc!)

And about the lag issue.
Chinese people have ping of 400+ or so (you should see Allul/Barrat/Vezien crawling like a slug). Brazilians have a bad ping too (Dhuend didn't ever use horses, because he was just as slow with one as without), because the link between South America and North America is bad.
If you live in China or Brazil for example, your options are making a merchant (true 100% merchant such as alchemist, scribe or tinker) character or hunting small stuff. PvP: no. PvM: max vampires.
