I know you probably meant electronic music, but electro is a genre of its own which is a term often misused.

Hmmmm... Well there's a genre of electronic music that I would classify l'ordre into that I've seen referred to as electro... which isn't that dissimilar from the song you linked (which is also awesome). L'ordre self-classify themselves as "Electro" and also as "Electro-house".
I'm not up on the lingo of classifying "techno", but I would say that the beat between l'ordre and what you linked is relatively similar, both are "funky", and they're not nearly as repetitive as other forms of techno.
