The first sentence on the PvP rules on the web page pretty much answers to this:
"Pangaea is not a PvP or Player killing (PK) oriented shard, but we feel that PvP to a certain point can be great asset to RP, which is why it is allowed. Situations where the rules have been bent or misinterpreted, will likely fall out to the victim’s advantage so stay on your toes and don`t break the rules."
So PVP should be an asset to your RP, not the other way around. If you consider just attacking peeps enough RP to your character then you're on the wrong shard.

The actual rules dont really reflect that statement. All you need to attack someone is one word, "Halt". You dont even have to say that if you are someone's reinforcements. Can we stop pretending this is some HCRP shard with PvP allowed and accept that PvP is one of the most important aspects of the shard, probably even more than PvM.
All you have to do is read the forums and its easy to see the majority of topics are related specifically to PvP. You dont see many people complaining about some class or group being OP in PvM- because people generally dont give a shit. You could make natures silence last for 5 minutes and most people wouldnt bat an eyelid but if you added 15 damage to Veritas Boris would probably be hunted down and brutally murdered IRL.

So if the minimum requirements to engage PvP are less strict it means that you shouldn't care shit about rest of your character feats or character building? It doesn't. I know very well that PvP situations are not about chatting and emotioning some useless stuff, but when you don't put an effort to build your characters on forums or otherwise in-game and same time promoting that "let's forget all this HCRP stuff yo and just PK" is not really appropiate either and something we don't want here on Pangaea.

Many players are/were interested to where it leads to. It did lead to only one end, PvP.

Nobody of them actively plays anymore.
And no, its not whining.
Im trying to point out that there is no balance in PvM and PvP, specially if you let everything ingame related into our (players) hands.
That's the result, drop of playercount and interest.
That's what Repsak tried to avoid, to get those two aspects out of balance.
But i frankly, do not have the tools to crop those certain players who intentionally grief some players for OOC reasons.

I could forsee this becoming a problem. We have a situation where the Staff wants A from the players but the rules they made demand B. Though it's all theoretical at this point since we haven't gotten started yet.

And this pretty much sums of the whole issue at hand.
