Has the drylooting rules been broken?

I remember when the new looting rules came out, and drylooting was alowed again with no retrictions (or so it seems),
Religions had to break all the ties with guild, but it seems that's not true, there's some examples that all of us can see, and not need to be pointed. So the drylooting will be over or those rules are not to be followed by all?

I've been looking for it, but can't find it...
But i remember it was demanded to all religions to break alliances with guilds,
due that war thing and drylooting rules i think.
So things changed again?

Erm... Waves or Arcnae wore Law's allies, and they're not robbers as far as i know,
but that alliance was forced to break.

It wasn't forced, Waves wanted to assist Imperial too. I remember cause it was just when I took over and wanted more casters in our PvP/PvM group. Didn't last long before some fellas went inactive, but that was the reasoning.
