Telborea doesn't stand alone. Telborea is 2 people, who fight. They collect big money from guilds who want to be left in peace. They use Tekstone, Nox, Birds as their "backup". Yet, Telborea collects all the money, and others, their puppets, get none. Also the puppets get none to rob, because most of the potential victims paid Telborean protection money. Telborea is smart.

As for what Lloth has said, it's only the truth. Tekstone is nothing now, they put the orders of a man above that of their god. Just puppets, and they've shown it time and time again. I'm sure they think they're using Telborea, but I only see Thoeak Milner speaking for them. I almost feel sorry for them. Nature, Law, and Imperial all follow deities, while Tekstone follows a carrot harvester killer.
