Instead of answering 100 more ICQ messages:
The change can be seen by wielding armor parts and when you notice what's missing, it's easy to figure out the new hides aswell.
The new hides weren't implemented as a boost, they're simply to fill the holes of the current system.

Uhm maybe there's a hide that's the cheapy version of a frost giant hide? That's one guess...

Correct. A medium frost resistance hide was missing.
